    The link opens the discounts for apps only I think but the sale is on in all categories - Games, Apps, Books, Music and Movies...

    Edit: Removed the link as it wasn't working but you should be able to see the deals on the main Play Store page tagged as "Celebrate Play Days'.

    Sorry, the link might be country specific but you should be able to see the deals when you scroll down on the main Play Store page.
