Do you need to be registered for freelance graphic design work?

Hey guys, a friend of mine has been asked to design a logo for a big event coming up in Ireland and they are wondering if the work gets accepted do they need to be registered for freelance work? They work for a company doing internal graphic design but this is outside of that. Apologies if this Is wrong place to post.
