    With the A5 progressing towards construction, this scheme will also be progressed as part of the overall scheme.

    If the Irish state are paying for the upgrade of a road in a different country because it leads to Donegal, it would be assumed that a link to the Republic would be included in the upgrade

    I think the N14 Lifford-Letterkenny dualler is linked to this too. The idea is that when the A5 is built, the A5 and the N14 will become the primary road in and out of Letterkenny.

    It only needs upgrading from Lifford to Manorcunningham.

    That's the N14 Manorcunningham to Lifford scheme, this is purely a cross border bridge & approach roads at Lifford/Strabane.

    The low standard DC between Manorcunningham & Letterkenny (N13) may also be upgraded to proper DC as part of the scheme.

    Between Letterkenny and Manorcunningham you mean. Manorcunningham to Lifford is single carriageway.

    Construction on the phase of the A5 to which this will link into will begin ~2021. Therefore this scheme will presumably be on the long finger until then and will be built in conjunction.
