I Stumbled across http://www.teagasc.ie/publications/2016/3902/Teagasc-response-to-DAFM-SACAHW-Scientific-opinion-castration-disbudding-tail-docking.pdf where teagasc are reviving the most recent report.

they're looking at using the burdizzo to crush the nerve endings of lamb tails before the ring being applied, which sounds bonkers!

I just read through it and teagasc are actually disagreeing with that recommendation but saying more research is required. They then go on to question if tail docking should be routinely done on all farms or if it's not necessary in some situations.
personally I'd question use of the rubber ring if you're going to come along after with the burdizzo. Sure the burdizzo will take the tail off anyway.
