Cheapest way to use Netflix

Apologies if I'm in the wrong forum.
My brother got a Netflix subscription, but without any real way to use it.
He has a non-Smart TV, and no consoles. He does have wifi, and an Android phone.
What would be the best device to get that could be used to watch Netflix, that doesn't cost the earth? Something like an Apple TV would be a bit too dear - is there anything for €40 or less that would be recommended?

Chromecast or 2nd hand smart Blu-ray player, though you could well pick up a new smart bluray for 40 euro.

google chromecast should be fine , matches your budget requirements - i can't post links so google it and see what your tv needs to have regarding hdmi , usb etc ..

Thanks! I considered Chromecast, but I am not sure how that would work without a remote? Do you use your phone to control it?
A Bluray player for €40 would be ideal, but I haven't found any for near that price - where should I be looking?

Your brother's TV needs to have a spare HDMI port like below


The chromecast needs a USB port for power. This can be on the actual tv or he can use a USB charger for power (like a phone charger or something like that).
