How to improve grass

Hi all, I have bought a house recently, and I am planning to improve the garden. I have a part with grass which I think is not growing properly, and I don´t know if it is best to remove it and put new soil in there, or cut the grass and put more seeds. I attach a photo of the grass. Which is the best approach? Thanks!!
