Killiney footbridge over railway - does it go anywhere

Has anyone walked across this? Where does it lead to? It seems there is a walkway or path that goes north along the coastline, but it looks like it might be private / dead end The bridge is the green one here :

There used to be a Path that linked up to the Vico road look out spot
