I disagree that it's only for tourists or targeting the US market - especially since many Irish craft beers aren't exported and actually are pretty much exclusive to the Irish market and might be making a little headway in the UK or Europe.

Exporting alcohol to the US is actually fairly full of expensive hurdles that a lot of small craft breweries wouldn't be interested in dealing with. Only a handful of craft brewers here do it.
