Ireland's first solar farm opens, BUT...

According to this article here,we have the first solar farm fully functional.
BUT... is not in Ireland (South),is in Co. Antrim (North).
Nice,clean and one thing that i could spot is that they do not have trackers,just a up - down angle shifter.
While I fully support and congratulate the people behind the project...whats the role of South Ireland' SEAI in the project if for our roofs we are still waiting for FiT to be discussed,leave alone to be approved or not !
I don't get the ideea of getting communities,i mean i fully don't enjoy the idea of "ownership for developer" but how communities can act if no joint thinkin,lack of leadership and ... funds !?
What do you make of it !?0
