CPU and cooler for home server

This is a bit cross-posted from the PC Building and Upgrading forum, so apologies. I haven't gotten much response as regards server CPUs.

I bricked my HP Microserver at the weekend after giving it a spring clean. Looks like my SATA card wasn't seated correctly when I powered it on. So now I need to build a replacement. I can salvage some parts so hopefully I can keep the cost down.

The requirements are that it's quiet (silent if possible) and can transcode 3 Plex streams. It will run unRAID and will probably host a Minecraft server, and a Windows VM or two. Needs to support 6 x SATA III drives.

I've decided on this board: https://www.amazon.co.uk/dp/B00KC7ZY2U/ and plan to recycle RAM, Drives and casefan from my HP server. I've also got a 160W PicoPSU that was due to go into the HP. Now I need to pick a processor. Options are:

This has a TDP of 80W - should I be concerned if I have a 160W PSU?

I think power consumption is my main concern, andthe Xeon looks like it will ruin too hot, so I'm leaning towards the i7-5775C as it has a configurable TDC down to 37W. Is there a way to clock the Xeon down so it's running nice and cool?

I've picked up a Lian-Li PC-Q08 case on adverts and I'd like to go with a fanless cooling solution. I think a 212 Evo will fit if there is no full size PSU in the case, but failing that, can anyone suggest a low profile fanless CPU cooler for Socket 1150?

Passive cooling, 50W-60W for the entire system, plenty for Plex. I copied Serephucus, he's now on Unraid and I'm still on Flexraid/2008R2.

Cool little board. The thing is that I can pick up any of those CPUs at well below retail price. Also running an i7 will allow me to run Windows VMs and I may be able to sell on my PC rig. Plus that thing ain't cheap!
