My local credit union accepted the new public services card (PSC) as photo ID recently when opening an account. It's the nearest we have to a national identity card so I'd expect any financial institution to accept it.

Edit: Just checked the BoI website and they are insisting on a passport for photo id. Don't expect any discretion at branch level on this, it's an anti-money laundering issue so the officials will have precise instructions from head office on what they need to see when you open an account - charm and persuasion will get you nowhere!

I would try EBS but no guarantee and Money Manager Account is now a best buy for a Current Account if that's what your after.
