He stuck he's leg out but he didn't touch him and the Albanian dived into his leg which is why the ref didn't give it. It's obvious on the replay.

I found it quite obvious on the replay the other direction to be honest.

he stuck is leg directly into the Albanian's path. He doesn't need to kick him for it to be a foul, he just needs to put out the leg trying to reach the ball, fail to reach the ball, and impede the man. A man running into a leg that's in his way, a leg that tried to, but failed to challenge for the ball, is still a foul. Yeah the Albanian made a bit of a meal of it, but it was still a clear foul.
