Let's say one applies for college A and college B as choice 1 and 2 respectively. If you are offered a place at college A, but decline, are you offered places on your subsequent choices (assuming you meet the entry criteria)?

No, if you're offered your first choice you have to take it - you can go up your list of preferences but not down.

What do you mean go up? Do you mean it's possible to receive an offer from one of your first choices at a later round even if you accepted one from the first round?

He means he can reject B, but accept A in a later round. You can't reject A, and accept B in a late round.

You wrote your colleges in order of preference, with number 1 being your first choice. If you get offered number 1, you will not get to pick numbers 2+. You picked your choices when you filled out the form.

If you get offered college B and accept, in a later round you can be offered and accept college A, even if you've already accepted college B
