    Technically that's correct. However, typically a new relief results in less revenue from the "relieved" source, and generally some other tax is increased to make up for the shortfall, so effectively someone does in fact have to fund it.

    I suppose the scheme has the purpose of getting people healthier, plus taking a chunk of carbon use out of the national system. And the bike-and-safety-gear sales, even when subvented so heavily, bring in a chunk of VAT to the kitty.

    However, until the seemingly intractable problem of bicycle theft is cracked and bikes are as safe from theft as other normal property, allowing secondhand bikes to be part of the scheme would just increase this pesky crime; and since bicycle theft is usually the crime that introduces young lads to a life of crime, it would also increase crime generally.

    It's "funded" because the Government fail to take tax that it otherwise would. The "funders" are taxpayers (who ultimately fund all Government expenditure)
