    Dunno, probably because it's pretty rare that someone out walking a dog not on a lead rarely results in savage attacks or accidents.

    Unless it's on the controlled breeds list the requirement is that the dog must be under effectual control or something like that, but not on a lead. Being on a lead is specified for the controlled breeds list.
