I've come to the conclusion that it's used in circumstance where kids are just little ****s. "Ah no, he's got ADHD, he can't be helping himself".

Yes as a result of their parents being brutal at controlling their children with giving them little more life skills than showing them how to turn on the TV or Ex Box.
