Very slow speeds after 6pm

Hi just wondering can some one help me here I'm paying for a 24meg package and after 6 o clock all I can get is 2-3 Mbps at best this continues until 12am, I've had countless eircom engineers out and made countless calls to tech support and that's it just left hanging very close to just cancelling the lot now.
