Was driving this morning and my 2011 vauxhall insignia put the following message up. "Diesel Part. Filter full. Keep driving"

what do I need to do ? Is it a DIY job or a garage issue ?

...continue driving...on a motorway so you can drive with the revs up....then it should clear itself.
Give your car a good long fast run every now and then...it's good for it!

What's your typical driving style like? If it's a lot of short stop/start journeys the DPF regeneration cycle may not have time to complete it's cycle so the particles have built up inside the DPF rather than been burnt off. Short journeys mean the DPF regeneration cycle won't reach the min 600 degrees temperature needed to burn off the particle soot so it fills up and eventually gets blocked.

Try giving the car a good long drive in a lowish gear so the DPF regeneration cycle can do it's job. Otherwise you may have to get the DPF removed and cleaned.
