    Cow parsely or giant hogweed. Either way, I'd dig it up.

    Yes, dig it up and get rid of it -- unlikely that it's giant hogweed but wear thick gloves and cover your arms etc just in case.
    Just to mention too that the presenter of Gardeners World, Monty Don, loves cow parsley flower heads and encourages them in parts of his garden, but for most people it's off to the compost bin with them.
