Van insurance

Can anyone recommend an insurance company that will allow my partner to insure a van even though she already has a policy of her own on a car? I, myself have a full Irish licence but have nothing regarding a no claims bonus nor have I been on a policy as a named driver for the last 6-7 years as I was working away, so I am finding it impossible to obtain a quote from any insurance company. The funny thing is I am insured now as a named driver on my partners car at no extra cost. Is it illegal for an insurance company not to issue a quote? Can anyone give me any advice please and thanks? Can my partner insure the van privately and put myself as a named driver?
