I have three young adults driving my car,one has a full drivers licence since June 2016 and one is waiting to sit the driving test. The third is a very poor driver on first provisional and has completed maybe ten lessons and hasn't a clue how to drive in spite of this.

I paid 2100 euros last year to put all three on my driving policy. The renewal came in today and it has increased to 3607 euros!!!!!!!!!!!!!

I have got another quote for 1900 euros which I thought was good after getting the first quote.I have now thought about this and am wondering what do others do.My own insurance would probably come in at approximately 500 euros which means I'm paying 1200 euros for three people who don't drive much.It would be cheaper to pay for taxis for them.

Get them to pay for themselves.

Mary, as you say yourself, they are three young adults and one is on a provisional.

It was never going to be cheap, and they pose a significant risk in the eyes of your insurers.
