Distant alarm noise Arbour Hill area

This morning was woken up by what sounds like a fire alarm or something, but very distant. Went on for about an hour. Keep hearing this, sometimes in the evening at around 10 or 11 also but have no idea what it is. Thought perhaps the prison but can't imagine they've alarms that often and it's only started recently.
