problem with agency

    what obligations an agency has in regard of maintaining property i.e how oftne do they have wash carpets, panit walls, change mattresses etc?

    They have no obligation unless you report a problem. None of these items would be considered a problem. There are certain minimum standards that a a property needs to meet. However these are along the lines of a working microwave, washing machine, seperate fridge and freezer, heating that can be controlled by the tenant. All must be in working order.

    Can you explain what the issue is with the carpets, walls etc.?

    These things wear over time, unless the landlord is reletting or increasing rent he is unlikely to improve the look unless maybe these havent been changed in 10 years. Some more professional landlords will repaint every 3 years or between lettings. When you view the apartment you accept the condition by signing the lease.

    You can ask for the above but landlord has no obligation, depends on your relationship with them.
