i'd imagine so. they arent putting the fees into the account as there is nothing there to withdraw. and they probably cant put your account into an overdraft.

Normally, zero balance accounts are exempt from fees.

I don't think PTSB will backdate fees as your account had a zero balance during prior fee periods.
