Not unless you have a UK account set up..

I think they are region locked so as far as I know it doesn't work. Some one might correct me

CORRECT,you need a UK account for £ psn codes and and US account for $ ones

how do they know if you have a UK account or IRL account? Is it determined by what address you use on setting up the account or the IP address?

It is determined by the address you use when setting up your account. Of course there is nothing to stop you having multiple accounts from different regions on your Playstation.

Where is the cheapest place to buy the PS Plus 1 year membership for Ireland? I can't find cheaper than €49.99 :/

Don't think you'll get it cheaper than that..

It goes on currency. If you have and Irish account, you need to buy EU PSN cards, with the € sign on the card itself. same way UK has GBP, US = Dollar etc. it sucks, cause you can get great deals on UK isn cards all the time.

I usually update my ps+ membership by the year and just noticed the 3 month one is now €19.99 wasn't it always €14.99? (or maybe I'm going mad)

You're not going mad, it went up a couple of months ago.
