Unlocking bill pay phone

I hi I got a phone at market, HTC, bloke said was Bill pay but I should be able to get it unlocked.. Does anyone know answer.. want to put pay as you go SIM into it.

You could get a pay as you go SIM from the network the phone is locked to... thats the easiest colution.

If the phone has been used to its full contract - the mobile network might release the phone for you - there are fourms I think still on boards for the different networks you could ask for details?
