City council flat swap/transfer Advice needed

    Is it possible for 2 dublin city council tenants to swap one flat for the other .
    how long does it take,is it complicated.
    ie tenant one living in coolock flat will swap with tenant 2 living in dorset st city council flat.
    Both persons are over the age of 53.
    person one is living in a city council flat 2bed in coolock.
    person 2 is a tenant in council flat in dorset st.

    person 1 has agreed to give back the flat to the council as she is moving
    to county meath.
    person 1 lived in coolock for 3 years , with a relative ,
    the relative passed away, the relative was on disability allowance ,
    And was the official tenant of the coolock flat.
    the council will not accept person 1 as a tenant as she is not on disabilty
    allowance.
    she applied for permission to reside in coolock as a tenant and
    was told NO.
    she is curious ,could she transfer the flat to her friend in dorset st
    under the council transfer scheme.
    She is due to move out and give the keys back to the council
    in 12 days .
    she does not want to move or reside in any other council flat,
    She is ready to move to county meath soon .
    She intends to move to county meath and stay with her family there.
    The Person in dorset would like to move into a larger flat.
    the council said only one person can live in the coolock flat,
    someone on disabilty or maybe an old aged pensioner .
    the flat in coolock is of a more modern design and twice the size of the dorset st flat .

    If she's not entitled to reside in the property, I doubt she can have any effect on the council transfer scheme.

    No ,she,s not a tenant,. She is leaving soon.anyway.
    the council pick the person who is next or top of the list for acess to a flat
    someone who is on disability allowance .
    no outside person or person whose leaving the flat can really influence
    the tenant selection process ,.

    No is the short and simple- she cannot allow another person residence in the property- by transfer or any other mechanism.
