Mortgage Stress Test Query

Hi , I have an property that is currently in negative equity by approx. 85K I want to get another mortgage as the property is too small to live in.. My question is what % is the investment property stress tested at? and also the new mortgage? Do banks at all take rental income into consideration? Thanks
