    PAY & DISPLAY
    AND
    PERMIT PARKING

    07:00 - 19:00
    (MON- SAT)

Does this mean its free to park between 7.00 pm & 7.00 am ?

Confused by the term 'PERMIT PARKING' here.

The permits would usually refer to people living on the road who have parking permits.

The permit allows you to park without being clamped between 7am and 7pm, generally for residents. You can park for free, no permit, no pay&display, from 7pm to 7am.
