Hi all! We have been experiencing an issue on site where threads have been missing the latest postings. The platform host Vanilla are working on this issue. A workaround that has been used by some is to navigate back from 1 to 10+ pages to re-sync the thread and this will then show the latest posts. Thanks, Mike.

Stage-two shortlisting for the new competition is listed for early/mid October in the timeline. One imagines that the first round of interviews will not be complete by the end of the month but the plan may not be for the old panel to end immediately before the new panel is in place. In my mind, there is still room for the current panel to be extended but we will see.

So for those of you now working as an AP how are finding the working hours? Are you doing set hours or can you leave early some days and leave later on others or does the work you are doing when you can leave (deadlines, late meetings etc)

In most departments, they apply a derrogation to the working time act to all AP and above staff. This means that they're essentially in charge of their own hours and are expected to put in the necessary amount of work to get the job done. It also means that there's generally more flexibility in relation to start and finish times.

Some depts still insist on people clocking, either for h&s or security reasons and those that do have mentioned that they definitely put in more hours than stated.

    Thanks for the reply.

Ideally i would like to work 9 to 6 and take a 75 minute lunch break to go to the gym. Or else take a shorter break and finish at 5.15. I realise that would not be possible every day due to work issues that may arise but if i could do that twice a week it would be great. Or even come in up to 10am and stay until 6.30

The dept i am going to require AP's to clock in and out for H/S reasons

I'm afraid you probably won't get to dictate this but each Dept is different.

Not much has been said to date I tend to work 9 to 5 with a 30 min lunch but I imagine it’s going to be longer in winter but my PO works 730 to 7 every day ! Everyone at AP/AP equivalent seem to do their own thing time wise

The lack of movement in the regions is soul destroying. I am going to put in an application for 2018 but am going to hsve to resign myself to the fact that unless I manage to come in the top three or so for my areas that I will probably be **** outa luck

Same regarding the regions. Am on this open/inter d and an internal one as well but I'm geographically locked so am also resigned to the fact it may never happen. If I could have taken Dublin I would have been promoted nearly a year ago.

This from a FORSA Civil Service Divisional Executive Committee update that was circulated today :

    4. Competitions
The Divisional Executive Committee has indicated agreement that the AP Interdepartmental panel will continue for the remainder of the year, to facilitate a First Secretary (Foreign Affairs) competition to be followed by a new AP competition.

Has there already been a competition for First Secretary? I see that the AP competition has been advertised. From earlier posts on this thread I’ve read that people who applied previously for the AP role got called for employment in DFAT. Should I apply for AP with the possibility (lot of hoops to jump through first I know) of getting a chance to be called for a job in DFAT, or was that a once off the last time it was advertised, and if so does anyone know when if it hasn’t been advertised already that the First Secretary competition will be advertised??

Yeah me too as regards Dublin. Would have been posted early oct 17 if I had had Dublin as a location choice.

This competition is only for AP, not first sec like last time. No indication of when another external first sec competition will be held, but there's an internal panel in place. Maybe they'll need to do a separate first sec competition to satisfy the 1:1:1 rules.

Forgive the ignorance, but what does 1.1.1 mean? That for every 3 vacancies only up to a maximum of 1 can be filled externally? Or 1 of 3 must be an external?

Also is why is it 1.1.1 as supposed to 2.1 if 2 come from serving civil servants? And in this particular case, if you were lucky enough to be an AP are you then precluded from applying for a First Secretary competition as its the same rank?

  • Registered Users Posts: 5 HARPO2000

For AP in the Civil Service appointments are made:

    1. Open Competition
    1. Inter Departmental
    1. Internal

So for every three appointments to AP, two are appointed from External Competitions.

you would be precluded from interdepartmental I think

I don't think anyone can be precluded from Open

Yes you can't apply interd or internal for jobs with the same max salary, but you can apply through open.

You could also potentially be offered an AP position in DFAT from this competition but very few positions.

    I’ll post when I am assigned .

I thought there were no positions in DFAT in this competition?

So internal - I presume means you work in the department that has a vacancy? Inter departmental - you are a serving civil servant HEO in another department and change department on promotion, is that correct?

So that would make it 2 serving civil servants to 1 outsider. Is that correct? And I presume if I’m correct then that there are 3 lists, so how does the order of selection for a vacancy work? And as a civil servant you can be on an open list anyway I take it so would that mean a greater number than 2/3 coming from the civil service if you can take a slot from the outsiders list?

  • Registered Users, Registered Users 2 Posts: 4,812 ✭✭✭Addle

An existing civil servant can also be on the open panel.

Nearly correct. Internal is within your existing Dept. External is the open panel and interD is when you're appointed to another Dept and you're already within another Dept. Note however that someone may be pulled from the interD and yet it could appear as an open promotion.

I.e. someone may be on both but a Dept may pull candidates based on the sequencing arrangements in place so as to meet their criteria.
This competition wasn't for internal posts.

There are APs and First Secretaries in DFAT, though most positions at that level are filled by First Secs. It is possible for someone to be taken off the AP panel for an AP position in DFAT. It's just rare because there are so few AP vacancies in DFAT, and so many more in other Depts. Your place coming up on the panel would have to coincide with an AP vacancy coming up in DFAT and there aren't many. And if you're offered a place in another Dept first (quite likely), you can't turn it down and wait for DFAT.

So in short, you can't become a first sec from this (2018) AP competition, but could potentially become an AP in DFAT.

Can anyone explain the process once clearance papers are returned by you HR?

Are you offered a department or just told where you are going?

When you are notified is everything already signed and sealed already...ie department, release date and start date?

I know it's a lot of questions...have a few decisions to make depending on the department/location I am offered.

    Thanks in advance.

PAS write to the Department you are being assigned to and notify you at the same time. You wait for that Department to contact you (if you are serving Civil Servant, they may go through your current HR). The Departments agree a release date and agree that with you - usually 3 to 4 weeks out. The new Department send you a letter of appointment with details of the T&Cs which you have to sign. The first year is “acting on probation” and permanent appointment is subject to successful completion of the probation year.

Hi All, Just a quick update. Spoke to PAS this morning, and they have advised that currently at no. 21 on the Inter Departmental Panel and 25 on the open for clearance.

  • Registered Users Posts: 5 HARPO2000

I presume at this stage that PAS will get fully through batch 3.1 and everyone on the panel will be appointed.
