So if you have a house that's cold or bad at retaining heat and you need advice on best way to improve this.

e.g. Insulate attic better, pump walls, dry line walls, install new boiler, install new radiators etc etc

Who is the best person one could engage for this ? And not just a Mickey Mouse builder thing, if you want to do it properly.

You need a thorough heat loss survey carried out. This survey tests the house for the different mechanisms of heatloss and should also advise on appropriate ventilation, heating controls etc and should take your lifestyle / use / plans into account.

Thanks. Who normally would carry out this kind of a survey ?

    Google "heat loss survey".
Make sure that whoever you get is independent, i.e. they don't try to sell you what you don't need.
