Own car - Insure others

I purchased a 99 car in September but 2 weeks later l found that l will be off the road for 12 monthes. Can l insure my brother (over 40 full licence) and just own the car only. Or should l transfer ownership or have l to just park it.

You can just declare car off road with the Gardai and freeze the insurance (ring your insurer to get details) and no-one drives it.
