Eligible for fuel allowance from January, when to apply

I am on a social welfare payment but don't qualify for fuel allowance until the end of January, does anyone know if I have to wait until I actually qualify before I can apply or is it possible to get the application in early so that it's in the queue to be processed?

Apply when your entitled it other wise you could get turned down for not been eligible if there is no back log
