Getting PPS for driving licence

I'm moving back from the US next year with my US spouse, I know the social office is a bit strict about PPS numbers now and they want proof you definitely need one, if my US spouse wants to get an Irish license it looks like she needs one before actually applying for a learner permit, what sort of proof would we need to show she needs one?

A PPS number is required to apply for the Driver Theory Test to get a learner's permit, so that should be a qualifying reason. There isn't really any proof to provide, as applying for the theory test is the first official interaction a new driver has with the Road Safety Authority. Guess she could always bring along a filled-out copy of the theory test application form (sans PPSN) to point to in case you get a particularly anal-retentive worker, but I'd think saying "I need a PPSN in order to apply for the Driver Theory Test" should suffice, assuming she has her other required paperwork (passport, proof of address, etc.) in order. Don't know if they'd also ask to see proof of her permission to remain as well, to prove she actually has permission to reside in Ireland, but it wouldn't hurt to bring that along as well just in case.

She has to prove her identity and that she is living here. So, passport and utility bills, rental agreement etc more here

As your spouse, I presume she can get a GNIB card - she can use this to get a PPS number. She can use this (along with her US passport) to get a theory test and to apply to the NDLS for a learner permit.

That's correct, she'll be getting the GNIB card when we arrive, I didn't realize she could just present this with her passport, from what I've been hearing they seem to be asking for a very good reason the person needs a PPS, such as a job offer, but that's great if we can get one by simply presenting the above IDs

Her good reason is that she needs to apply for a driving theory test, simple as that.
