Looking at an ex-council house where the first floor of one house partially overlaps the ground floor of the neighbouring house (i.e. one bedroom is above the neighbour’s hall and stairs). Are there possible legal issues arising from this or perhaps insurance issues?

Nope, quite common in many areas of Finglas, the overlap is usually over a shared side passage or similar.

It just means the land registers map may have to be split in 2'to show ownership at both levels or at the very least a separate line marked for first floor and a foot note added.
