Builder has hardcore in place.

I'm unsure of whether to lay on sand or to lay on mortar.

I dont wont weeds growing up between the joints and them becoming a nightmare to maintain each year.
I believe they will be laid tight to each other anyway.

Any suggestions/tips on best way to lay with ease of maintenance in mind?
