    Is it too late to plant bare root hedging?

    nope.
    it's when the buds break and start sucking moisture up from the roots that would be considered the end of bare root planting season.

    No but get on with it! I planted an edible hedge about a month ago (about half a dozen different varieties) and some of them are now budding strongly.
