Let's say the number of the mobile in Amsterdam is 087 1234567. What would you have to put in front of it to make the call?

    I think it's 0031 then 87 1234567

Or actually you can just call the normal number and it should ring. I've gotten work calls when abroad.

Is it an Irish mobile currently in Amsterdam? If it is you just dial the number that you always dial. The caller doesn't know where the phone being called is located so couldn't be expected to add international prefixes.

That's an Irish mobile number, so if the mobile is in Amsterdam, or indeed anywhere in the world, AND if you are in Ireland just call the number as is, no prefix needed.

If you want to call an Irish mobile that's in the Netherlands AND you're in the Netherlands as well, then you need to add the +353 prefix and drop the 0, so +353 87 1234567.
