    whats the implications legally? - and also even if they say yes, what will council say and what if they move out and new council tenants move in and didnt want it painted?

    didnt there used to be some kind of rule/law that when you have 2 shared walls, one belongs to you and the other is your neighbours property?

    It's a civil issue. No such thing as you owning one wall and the other owning another wall.
    You are both responsible for the wall and the notational boundary is down the middle.
    You need the homeowners permission to do it (council in your case).
    Council has to approve the painting of the adjoining side also as the landlord.

    If someone moves in next door in 6 months and doesn't like the colour you painted them, they can then paint their side whatever colour they like, pink, yellow.....

    The state cant enforce safe scaffolding or even traffic laws. Do you really think a bit of paint is gonna cause a furor? Make sure next door are happy with it and go ahead, KIS applies.

    got back in touch by email with council today about painting the caps on the top of the wall and they got back in a couple of hours (that was quick!) and said no objections provided you get agreement from your neighbour , so that seems all good then (in theory) .. I shall ask them nicely (i'm always nice anyway) and hopefully they will be OK , thinking of painting the wall cream and the top capping terracotta , that should be OK and fair enough normal neutral colours I should think
