The hinges on the meter box door were in bad shape when we bought our house. The door blew off last night, and the hinges on the box and frame are now too damaged for the door to be securely reattached.

To install a new one, it looks like the meter will to come out and be reattached inside the new box.

Does the box need to be replaced by the ESB or can a sparks do it. My thought was the power to the house would have to be turned off down the line of the meter?

Call the ESB, they should replace it free of charge. Don't put your own latch on it as if there was an emergency there would be no way to isolate.

The ESB won't replace it as it is your property. Their involvement will certainly be required though as well as an Electrician.

There is an over cabinet replacement for jobs like this, the back is open on it and it slides in to your existing cabinet.
Not all electric wholesalers stock them but they should know what to order if you explain to them.
They screw on to the side of the existing one.

Just for completion. ESB guy came out to read the meter the other day and when my wife mentioned she was going to try and buy a replacement, he told her not to be mad and leave it with him.
Different ESB guy called today and fitted one of the overcabinet boxes described above, fine job! No charge.
