My concerns with this setup are the ability for me to connect 2 1920x1080 monitors to it. Are the connections sufficient to allow this to happen?
I have concerns about the USB drives - should I opt for one which has a USB 3.1 Type C port? Or do I definitely need a display port? The display ports are only on their top spec machines.

This machine will be primarily used for home office work, interest and bookkeeping activities. I'll be planning to also watch movies on it (and possibly on external screen). There will also be some IDE based work too.

You're looking at the Ultranote IV?

My concerns with this setup are the ability for me to connect 2 1920x1080 monitors to it. Are the connections sufficient to allow this to happen?
I have concerns about the USB drives - should I opt for one which has a USB 3.1 Type C port? Or do I definitely need a display port? The display ports are only on their top spec machines.
It has 1x HDMI and 1x VGA, along with Intel HD 620 integrated graphics - seems to me it should be ok to output to 2 monitors, though you could consider an Ultrawide (2560x1080) monitor instead.
Displayport and USB 3.1 are not used for the same things.

Any reason for laptop instead of a better/cheaper desktop?

Unless it is a must have necessity to be portable at all times . Consider what ko i saying.

A laptop can be a very costly endeavour. small pc is like lego swap out broken bit swap in.

Laptop. Unless its screen repair or trivial stuff. It's for the bin.
