    Weed control fabric and various decorative stones and paving.

    Any good landscaping firm will do what you want. The weed control fabric needs a bit of thought: it limits you badly if you need to plant in more stuff later. Deep mulching and the odd bit of light weeding can be more flexible.

    You can just cut a hole in it after to plant - have done it myself a number of times. Just make sure the cover is put back over to ensure no weeds creep from the opening

    Ducon in Kanturk. They've a range of concrete and stone products.
    Concrete is by far the most cost effective low maintenance landscaping product on the market. And not only is it low maintenance, it is 99% maintenance free.
