Just have heated debate with friend of mine who was working many years in Scandinavia and Germany.
He asked me who is the person that prepares project drawing, structure, heating, ventilation electrical installations and other service detail drawings.
Say wall specification, rad heights, locations etc.
He told me that there must be a specific person, project engineer who works on it and puts all details in to a drawing, that tradesman can just read the drawing and build everything from it and he didn't need to know any regs. as long as he follows the drawings.
So not sure what to answer here, as it is very rear to see so detailed drawings done.

Generally that's the job of an architectural technician.... To develop design drawings into construction drawings and provide specifications / analysis / synthesis etc.

For more involved projects there may be "mechanical and electrical service engineers " who produce the more specialist information.

Engineers, engineering technicians also do that work. Some contractors may provide a design build service - detailing from architects or engineers original planning drawings. My preference is, unless its very simple plan, to use an architect. I say that as an engineer as they are generally much better visually and spatially.
