I think there's a provision in law that the external bell must switch off after 30 minutes.

Whether they should automatically turn off though - probably not. In some isolated cases you might want that, but let's say that the house is vacant for two weeks, the alarm activates on day one and then shuts off automatically six hours later. The house then remains unprotected for the rest of the two weeks.

You could say, "The alarm should reset itself if the zones are all secure", e.g. if the wind sets off an alarm. But the wind setting off the alarm means that there's a fault in your setup, which shouldn't be masked by auto-resets.

I think it's only the outside bell that has to turn off. The interior one can go on forever, annoying as that might be.

Modem alarms (over 10 years at this stage) should turn off after 15 minutes, both inside and outside bells. The alarm will rearm it's self so if there's a faulty detector that's constantly trying activate the system it can potentially ring for about an hour before totally shutting down.

As per EN50131, intruder alarms stop activating after 15 minutes both inside and outside.
Maximum as Fred Funk mentioned is 1 hour.
Now if the system is old then it will be as per IS 199 standards, which was 20 minutes outside and infinity inside.
Older than that and they stopped whenever they were turned off.

There is no provision in law and it is a pity there is not.

can the panel be upgraded to en50131
existing panel is 10-15 years old

will it then stay on for 1 hour max?

Any control panel that you can get here will comply with EN50131, so don't worry about that.

But as well as upgrading the panel then the entire system should be checked properly as well for any existing faults.

It depends on the system whether it will comply to EN50131. But a system of that age should have the ability to time the internal & external bells.
    What make /model is it?

You would be looking at replacing the external bell also if it does not have a cut off of 15 minutes to conform to EN50131.
