    i would not have any reason to describe money spent on the luas as 'a black hole'?

    Hasn't it gone way over budget?

    Don't think it was budget as such - it was an issue of TII staff being redirected from the greenways to the Luas. I've never heard of it being over budget.

    And I don't think Ross did any particular prioritisation - it was all in progress long before he got to Dept Transport.

    Thanks! Yeah, that chimes with my recollection.
    And I don't think Ross did any particular prioritisation - it was all in progress long before he got to Dept Transport.

    My recollection is that Ross redirected the TII staff from the cycleways to the Luas. But I'm a bit hazy on that.
