Busking permit?

Hey, A friend of mine today was told today that now in Cork balloon twisters need a permit to busk. Is this the case? I have looked it up on google and all I could come up with was an article on the Independent about essentially how much shop owners dislike street musician and wanted it regulated. Anybody can chip in?
