identifying IE govt/semi-state visitors to site

Would there be a demand for this, or does such a thing already exist? Thinking of collating a list of IPs of known semi-state, govt, quango type IP ranges, to display targeted messages to those visitors to a client's sites (e.g. we offer credit accounts for govt) Sort of like a1webstats.com but for IE govt agencies.
