Best mobile network provider (sim only)

    Hey all, anyone advise the best sim only plan based on the following requirements;

    - circa 10gb monthly data
    - some free mobile and landline minutes included
    - decent portion of data and minutes included in EU roaming allowance (I understand not all provides do this)
    - no contract greater than 3 mths
    - preference would be to stick with the owner of the infrastructure (i.e. not Tesco etc) based on reliability feedback
    - will be both city and county based so a good quality network wanted

    In my head I'm hoping for the above for €20 to €25 per month
