    What does 'A rated' mean

    Very little

It has been diluted by A1/2/3 and depending on the product it can mean very little. Consider A3 is pretty much the min for a new house.

Since the 2011 building regs were introduced (Part L), I've never seen a house pass regs unless it has a minimum rating of A3.

Most houses my company are designing these days have air-to-water and are an A2 by default.

You can't get into the A1 bracket, in my experience, unless you are generating electricity on site.

So "A-Rated", from A1 to A3, runs the entire range from "Energy Neutral" to "Just barely meeting the regulations".
