When were Thornton's cancellation fees introduced

Hi, Does anyone know when the cancellation of 15 euro per bin was introduced? I've been with Thornton since 2011 and at that time I asked about the cancellation and was told after a year there would be none now they say there is? can anybody help with this please? thanks Sarah
